Elemental Invocation Not Gaining Energy

I am using Whirling Assault via Hollow Form. I have the new "Vestige of Darkness" equipped, allowing my Physical damage to Freeze enemies. However, this freezing is not contributing any energy to Elemental Invocation. Is this due to it not being me that does the hit, or a bug? Thanks!
