Endless loading the atlas after npc opens it as quest

I am in endgame and in like 90% of cases when an npc (like the abyss one) opens the atlas to show you the next quest goal, it's loading the atlas endlessly. I tried direct x12, vulcan. switching to nvidia dlss ultra performance or no upscale at all.
