Last points in atlas blocked

Isn't the 2nd arbiter the arbiter of divinity?

Or is the first fortress version not the one that unlocks the last points in the atlas?

Update: I keep killing the atlas version now (3 times in a row), it doesn't seem that there is any difference between atlas and tutorial, the atlas top section remains locked.

Nevermind, killed him 5 times - it turns out you can allocate everything.

It seems locked - it really isn't.
