Unable to Allocate Points in Atlas Tree

Recently capped my Breach atlas tree and am unable to put in the final point. Relaunching the game didn't help.

Also unable to access the points locked behind killing the Arbiter of Divinity. I have completed the quest, unsure how to progress.
