Loading Atlas from Quest Progression

Playing on PC, standalone client, with a controller.

After talking to Doryani at the Burning Monolith for the initial quest, the atlas attempts to load to show where I'm supposed to go next and I'm met with the two spinning gears and some falling embers in the background, this goes on, seemingly, forever. I have to Alt+F4 in order to close the game since no other menus or controls work while on this screen.

This bug occured for me for almost every, first per league/master Atlas mission.
The npc explains the lore, opens the Atlas, Atlas pans to the next location but it fails to load. I get infinite spinning gears without the ability to close the Atlas. The only option is to Alt + F4 like the op said.

I cannot get any bug id because chat cannot be accessed at all.

I am using Dual Shock 4 gamepad with steam input turned off.
