Consistent hard freezes

Im getting really weird hard freezes.The game will often just randomly freeze for like 15-45 seconds like its about to crash (its totally unresponsive during this time) then I get a black screen with the loading gear icons and then it goes back to normal. Anyone else have this/know what it is?
