Crossbow Weaponset bugs - Bolt Loading Skills

I cannot use two weaponsets with bolts. Using one weaponset works properly. It is not an attribute requirement issue as I have 130+ strength and 150+ dex. When I am able to select a bolt skill instead regular crossbow default attacks is used instead on weapon set II. I am not sure what could be causing this issue. Grenades however can be used with weapon swap on weapon set II. It seems to be a bug exclusive to crossbow bolts.

I also have a video I have taken of this bug. It also seems that this bug does not affect everyone, and some people do not have this bug.
