Hostile Takeover quest unable to complete

Quest state stuck at "Return to Ange", but NPC has no dialogue or quest options.
Campaign fully completed; the old fix of switching to shoreline hideout and back does not work anymore. The quest is stuck on my quest list and the NPC will not advance the quest.
