charged staff gets disabled after shapeshifting, and adding more power charges does not re-enable it

charged staff gets disabled after shapeshifting, and adding more power charges does not re-enable it, more specificially, I'm using cross slash, to trigger freezing mark, and power charges do not help, it will increase the duration, but charge staff will not work
