Act 3 The Runeseeker Quest Bugged

Hello,

I don't know if it is related but saw other posts that people can't complete the quest "The Runeseeker quest - Study the Tunic knowledge" on their second characters. It happened to me as well
I'm at that exact part of the quest and i tried the following:
- Making a new instance
- Reloading the game
- Verifying game files
nothing works and the interactable book or tablet on the stand doesn't show up for me. This makes the quest not completable.
