spirit allocation issue (#926.410.424)

I am encountering a bug where even though I have 50 free spirit I cannot activate harold of ash or remnants of kalguur. It states that I do not have enough spirit, even though I have 50/50 spirit unallocated. I removed all support gems from the skill and it does not affect my ability to activate herald of ash.

I made a new herald of ash skill gem but can still not use it. I was using the skill throughout the entire campaign but somewhere during the interludes my abiilty to use the skill was lost
