Runeforging unique gloves re-rolls "Fists of stone" modifiers

I don't know if this is intended but I just runeforged a pair of unique gloves (https://poe2db.tw/us/Lochtonial_Caress#FistsofStone) and the Fists of stone (Martial Artist ascendancy passive) modifiers got re-rolled, the "chance to grant a Power Charge to Allies in your Presence on Hit" went from 9% down to 6%.

If this is intended and I don't see how it would be, it should definitely be clearly pointed out.
