Unable to Respec Passive Skill Tree Points

When I try to respec passive skill points through the NPC in Act 2, the points are removed without any gold being deducted at first. However, when I attempt to reassign those points, the passive tree resets back to its previous state before the respec, and only then is the gold deducted.

I have not tested the "Reset All Passives" option because I do not currently have enough gold for a full reset.

The only point I was able to remove successfully was one from Skill Set II. The points allocated in Skill Set I remain there and cannot be removed. This creates a loop where every attempt to respec results in the behavior described above.
