Crown of eyes and Druidic Champion

From what i am seeing the Crown of Eyes (Increases and Reductions to Spell damage also apply to Attacks) and Druidic Champion (Every 2 Rage also grants 1% more Spell damage) does not work with eachother. I understand the difference between increases and more that's why i am wondering if it's even a bug.

So, having 43 rage in hideout i have on my mace strike 34 826 dps on tooltip without the crown. When i put on the crown the number goes to 35 792. A 900 dps increase. When i add a simple jewel with just 10% spell damage inc the dps on mace strike tooltip increases by 900. I don't think the 10% inc is equal to 20% more damage.
