Not all summoning circle runes clickable

First time i had these runes on the ground that I could click on. I found three in the map. I was able to click on two of them, but not the third.

Not sure what is supposed to happen if you do, but i don't think this is intended

I find a few of them and can click them normally, they even blink blue and all that, but there’s always one that just can’t be clicked.

It sucks because I invested my Atlas points into Summoning Circles and the mechanic simply doesn’t work. Like, wtf.

Confirm this too.
I was not able to complete a single "summoning circle" that comes in a form of separate runes. The normal 3 pillar summoning circles function fine.
