Softlocked in Act 2 Runeseeker quest

I can continue the game's story just fine since it doesn't seem to be part of the critical path, but this specific questline seems bugged. Near the end of Act 2 you're old to go to the Skull Of The Titan and have to summon Farrow, watch him do his thing, then I guess speak to him. Before speaking to him, I decided to take a break, but then came back and Farrow was nowhere to be found. There's nothing else to interact with, but my quest objective still says I have to Travel to Skull of the Titan, and once there it tells me to speak to Farrow (who again isn't there). Am I being really dumb or did I break this quest?
