Flesh Flower breach tree atlas notable are not able to be allocated?

I have the point for the breach tree and the prerequisite points in the tree, however, when I click the Flesh Flower notable nothing happens..
I can easily spec into other nodes on the tree..

It's the notable that makes Vruun drop his head.. not sure if this is because of a lacking quest state?

Also, how the hell do you refund league specific atlas points??
