Bear's warcry does not activate its rage related effects when used after another action

-Ferocious Roar socketed with infernal cry
supports: raging cry + enraged warcry 3
passives: roaring cry + vocal empowerment
-> spam repeatedly -> gain endurance charge every 15 rage spent -> work normally
-> attack then roar -> also work normally

-Base Ferocious Roar with no human warcry
same supports & passives as above setup
-> spam repeatedly -> gain endurance charge every 15 rage spent -> work normally
-> attack then roar -> does NOT work, consume rage but gain no charges

Same thing happened with Amor Mandragora effect

Also, warcry sometimes are greyed out and unavailable to use for no reason, moving and using other action seems to fix it, but still weird.
