Burning Monolith Western Fragment from quest didn't drop

The boss didn't drop the Western Ancient Fragment, leaving me soft-locked in the Burning Monolith questline. I tried buying an Ancient Fragment from another player, but the quest specifically requires the green one (Western) to progress.
