The campaign isn't ending

The campaign isn't ending. I killed all three bosses in the Interlude and talked to all the NPCs in the camps.
I returned to Kingsmarsh, and the only leaders there are Asala and Renly. The envoy from the third Interlude is missing. Sin doesn't have the "Sail to Oriath" dialogue option. I tried restarting the game, changing servers, and re-killing the boss in the third Interlude, but none of that helped.
