Arc Issues With Aiming and Chaining

There have been numerous points while playing my Stormweaver where Arc, while aimed directly at an enemy, with their nameplate showing up and them being outlined in red to signify that they are being targeted at, Arc will fire its projectile off to the the side, completely missing a stationary target.

Chaining
This bug seems to happen most commonly when paired with Mana Tempest and against small enemies. When hitting a small enemy directly after a Mana Tempest cast, the projectile refuses to chain to mobs right next to them and within line of sight. I have tested this extensively and this does not occur against large enemies ever, but against small enemies the first cast of Arc directly after Mana Tempest never successfully chains to other targets. It is very annoying and problematic as using these two skills together is both intended and near mandatory.

To my knowledge, both of these issues have been reported before as far back as three major updates ago and they still have not been resolved.
