Kalgur rune, how to get more than 5 runes?

Hi,

How do you guys get more than 5 rune in the kalgur league mechanic ?
I believe I have done all the quests in every act, but I only get maximum 5.

I tried running tablet 15 with full mods but it doesn't seem to make a difference.

How do you guys do ?
