Summoning Circle Mechanics Bugged In General

Summoning circle atlas nodes appear to either do nothing, or inversely affect summoning circle spawns. The only time I have ever seen one, and that was rare in of itself, was when I spec'd out of the 100% increase chance of finding them.

Also, guaranteed summoning circles on the atlas nodes just flat out do not work when it comes to the runes on the ground and can never be completed.

Lastly, and I can only speculate from weird behavior over a large amount of maps, seemingly some of these nodes are affecting drop rates in some unusual ways. I get rng is rng, but doing easily 60+ maps in a day and not seeing and natural div, or even a single exalted, drops is really strange, and in T15 maps no less.

It really seems like speccing into the summoning circles atlas passive points stops them from spawning altogether, because i have not seen a single summoning circle in all of endgame. I'm farming red maps now and have yet to see a SINGLE summing circle... clearly bugged.

You said that you specced out of it ? How, i thought you can't refund atlas passives.
