Summoning circle not appearing/working after speccing into Atlas points

I started fully speccing into summoning circles directly at the start and did not find one yet in 30 maps. I got a map with a guaranteed summoning circle and it does not activate even after clearing the whole map and activating all 3 stones for it.

I'm now farming red maps and i have not seen a SINGLE summoning circle in all of endgame... "summoning circle chance" is the first atlas passive i got.
This is clearly bugged. Has GGG acknowledged this issue yet? I'm not seeing it in any patch notes or what we're working on... |
