Cannot Allocate "Recurring Nightmares"

Delirium skill tree, center node, seems to be inaccessible. Tried going from both directions. It promts a "select option" "can be reallocated at anytime" and just goes away as if nothing happened.

I was able to allocate "Recurring Nightmares" after completing the Raven quest! This should be clearer on the UI or some kind of indication...
