Failing the Act 4 Expedition Locks out Runeseeker quest

As title suggests, I failed my expedition in the campaign, and it has reset the plunder's point instance to an empty map (normal behavior. this results in the runeseeker quest being unable to update since the quest step is to "survive the expedition encounter". Resetting the Plunder's point instance to afresh instance does not bring back the expedition event to attempt a retry.
