Matiki didn't spawn in act 4

I fully cleared every island in act 4 and can't complete the halls of the dead questline for resistances and passive points. Any solutions?

He changes zones every league. This time he's freed after Diamora, the siren boss on Whakapanu Island. The boss room is pretty big. Maybe you just left the zone and didn't see him the first time?
