Mesmerize (Incarcerator's Mesmer Pet) Doesn’t Seem to Work - PS5 Pro

I’ve got the subject pet, equipped his skill on my hotbar, made sure my character appeared to be targeting another player’s pet (it doesn’t show the name of the pet like it would a mob or a player, but you can see a yellow outline around it), used the skill. No result. The mesmer didn’t even move or attempt to do anything. I have tried channeling the skill, targeting the other player, and everything else I can possibly think of. I’m not sure if this is a bug or just something that is counterintuitive so I put it here instead of the bug reports.
