Breach Tree node "Tear Open the Rift" cant be allocated

i have the full 32 of 32 points and it says i have one left but the node is grayed out as if no points were available and i cant click it.

I am also experiencing this bug. I've cleared all of the maps for breach and still cannot allocate this final point.
