Unlocking 4 mod tablets in 0.5

I've completed my fortress but I didn't unlock 4 mod tablets, does anyone know if this has changed in 0.5? Or do I need to do a 2nd one after the initial quest is completed? Debating if I should open a bug report

" There are two atlas passive notes that allow you to get 3mod tablets and 4mod tablets. One in the middle after killing arbiter and second at the top after killing divine arbiter guy. |

Sorry, I wasnt very clear in my post. I killed divine arbiter and it is still locked so I can't allocate the point. Not sure if its a bug or requires some additional condition on the kill
