Runebinder alloy rolling over +minion levels

So im trying to get +minion skills and +puppetmaster stacks on a sceptre and the alloy rolled over the minion levels three times in row. Am i missing something or just unlucky? Should be a 1/3 to fail so im just curious because I dont wanna waste anymore money on it
