Legacy of the Maji Can't Progress

After doing Nameless King, I took the body to Caer Tath, was rewarded with the head to add to the effigy - but there's no panel to add this head to.
I can't choose the 5 maps like the quest tells me to do, the maps behind the Nameless Kings area aren't accessible as the Nameless King invite area is never completed.

I can however repeatedly farm the Nameless King without an invite. I am resisting the urge to do so.

Send help.

I don't know how to complete this quest. I've done all 5 and have the 5 parts and theres nothing left for me to do. it just says to bring it to the effigy.... what fking effigy? i can't even go to it because i was already there.

i don't know how these quests got past QA its insane
