The Hooded One not moving into Kingsmarch for me to progress?!?!?!

My quest is either desynced or something i have killed all the required bosses but the hooded one and doriyani wont enter the town which is blocking me from progressing to the Interlude. Quest is "The Search" and the objective is "speak to the hooded one" but he wont enter the town and update his dialogue. Please help im trying to get to maps with the boys.
