Can't access map device after HC death

Did some research and did the following:

Swapped servers
Reset instance for the ziggurat
Went back through act4 to oriath
Died on another hc char
migrated all other toons
restarted steam and the game multiple times

Any other advice to fix this? I really don't want to level another toon on SC but that's what it is looking like.

Same Died on Maps and now have no access to device on Aldur league on that toon..This is bullshit if have to clear all over again I rather not play.
