Act 4 Rune crafting recipes not discovered

i have rune crafting recipes that is not discovered for act4 although the quest for it is complete.

Same quest completed but recipe not discovered

Having this issue. I died in hcssf after completing the quest. I can't unlock it in ssf now with that same character.

You're supposed to talk to a npc in the cave after the expedition quest. But he won't be there after the quest is complete.
