Can't allocate Royal Tithe (ritual passive tree)

Im not sure if its quest related or if there's another requirement im missing, but for some reason i can't allocate Royal Tithe.

Also having issues. Royal Tithe, Spreading Darkness and Mysterious Rites all unable to allocate.

Had the same, got unlocked after defeating king in the mist

can confirm, after doing first audience with the king, and do the quest, u can now alocate Royal Tithe. They shoud add a tooltip for that
