Unable to increase orb limit of frost bomb

Upon reaching the "secrets of the orb" node, I discovered it did not increase my frost bomb limit. I then cut an overabundance support gem to check if it would increase the limit. Neither option increased the limit. It remained at one.

I am also having the same issue.

I am casting frost bomb with Secrets of the Orb and Overabundance and no additional orbs are being cast.
