Is there any reason why the Amazon's critical strike doesn't work with cull the weak?

I am playing spear amazon and trying to use cull the weak to generate frenzy charges, I ascended and put critical strike thinking it would help me get more critical chance on cull the weak but I don't see it affecting the critical chance of the attack, is there any reason I'm missing for it?
