Explain "Gem Studded" to me

"For each colour of socketed support gem that is most numerous gain: red.... blue... green..."

Does this take a count of the colour of support gem that is most numerous amongst all skill gems combined and than gives you the benefit of red, green or blue?

Or does it do this per skill gem?
so if i have 2 skill gems with only green supps, do i get 2x the green buff and if i also have a skill gem with only blue supps, do i also gain the blue buff extra?
