Cannot complete Plunders point quest

Started the act 4 quest from map, had to leave because of realm restart, now quest says I have to "Survive the expedition encounter" to progress the runeseeker quest line, but the island has no no expedition. I can't progress the league mechanic.

I, too, can not get competition, but for a different reason - 1 enemy mob spawned in an untargetable location, and I had to leave and reset Plunder's point instance (I /bug the mob in a restricted area), leading to the expedition encounter then fully disappearing. Also, cannot complete "Hostile Takeover" quest (Return to Ange prompt). Swapping hideouts on way-point did not work. No quest interaction in HO/ Kingsmarch version of Ange.

I too having the same same issue with both Plunder's and Angie...
I don't know if I need to delete my character at this point and start again...
very frustrating.

I failed aswell but after returning now to plunders point, there is now an open entrance to the runic quest near the NPCs. So you can progress now.
