Unable to allocate passive points

As the title states, the game simply will not allow me to allocate points. It will periodically allow me to allocate 1 or 2 points, never more. Have been perpetually sitting at 2-4 points because the game just randomly decides when I can use them.

I have this on Xbox. Shows I have 2 points but cannot allocate. Started as soon as I beat the trial of sekhamas.
