How rising tempest works?

When i use rising tempest on a skill with 1 element, the dmg will apply on the first damage or only when u cast again?

And if im using rising tempest on snap that has tag of all elements, will the dmg increase apply on the first cast or not?

When you use the skill first time, you haven't used any skills recently. The number of tags doesn't change this.

your information is not correct, tags matter, if u use snap or elemental weakness you will gain 36% dmg

You asked if the bonus applies to the first skill use immediately or not. The number of tags doesn't affect when the bonus apply, only its value (12/24/36%).

But yes, I seemingly messed up. Damage is calculated when the hit lands, which happens after the skill is used. So the bonus should apply to the first skill use right away.
