Pre-league Shader Compile optimization?

Every league start, I need to clear my shader cache, fix file/folder attribute permissions so settings and shader caches aren't read-only, then ensure that Nvidia Control Panel has shader cache size set to at least 100gb... If I don't do this, then it seems that pre-cached shaders from previous leagues aren't actually being loaded but are still taking up disk space.

But because I have to remove the old cache, that always results in 5-15 minute loading screens at every league launch. Is there any possibility of being able to pre-compile/cache all shaders as soon as the new pre-download ggpk torrent becomes available (before league launch), as opposed to being forced to streaming them while playing? That would really help a lot if such an option could exist!
