What does anyone know about ailment magnitude snapshotting with 'Tempest Bell

For instance, if I were to shock something with tempest bell AFTER swapping to a different weapon set, will it be using my new weapon sets ailment magnitude, or the one associated with my original quarterstaff weapon set that dropped the bell?
