Do Cooldowns Make Skills Conditional?

As the title asks, I'm curious about skills that can't be socketed into meta skills if they are conditional, does a skill having a cooldown but not having the "conditional" tag mean it can or cannot be socketed into the meta skill? I'm excited to try out the upcoming Martial Artists Hollow Form and would really like this info clarified.

Don't think it would bypass the CD. It would either end directly the channel (or as long you have CD charge on the skills) or it would just not work at all.
