Question about Runeforging low level unique items.

Hello!

Sorry if this has already been asked but I’d like to know if we can still upgrade a unique item under level 55 if that item has an intrinsic skill that can scale to level 20?

I want to use Brutus’ Lead Sprinkler Unique mace for my first character in 0.5. In the off chance that its lowest level is obtained below level 55 - air would be really unfortunate if I can’t upgrade the base type because the skill make it a level 90 item at max level skill.
