Stepping on a rake with Comet

Yesterday, I decided to look through the list of spells to think about what I could use with the updated Chronomancer. To put it mildly, I was disappointed by the variety of spells, as some are utility-based, some have an unreasonably long cooldown of 8-15 seconds (while dealing damage comparable to a regular spell with no cooldown), the curious Snap has a 4-second cooldown (a similar skill from Spears has no cooldown), and the rest are HEAVYLY dependent on infusions. And among all this, one skill stands out: Comet. The paradox of this skill is that it has a huge cast time with self-cast, but unlike Lightning Conduit, it doesn't have an 8-second cooldown. This means it's not suitable for spamming its self-cast without using utility spells, and even then, it only takes 1 cast every 1.5-2 seconds. BUT, for some unknown reason, there's the option of using Comet + CoC, which allows you to ignore the cast time without any penalties, releasing dozens of Comets per second. Now consider why Comets are the meta. A skill with massive damage, balanced around a 2-second cast time, triggers 10 times per second (or more).
It would seem like "Add the cast time to the trigger's cooldown," but the game has Temporalis. It would seem like "Add a 4-second cooldown to the Comet itself," but the skill is already inconvenient for self-casting. In reality, it's absolutely necessary to add "deals 200% more damage if self-cast" or "deals 70% less damage if triggered" to the line "+1 second to total cast time." Otherwise, there's no way to achieve a fair distribution of power. I think if you add up the mana cost, check mana regen and do the math, it will become clear what they have done.
