He says not to survey players. Not to give them ideas of things that might be possible because it sets expectations that may not pan out. He even specified that people banding together in the forum to request something is different. He doesn't say you shouldn't blindly listen to, or blindly ignore the feedback you do get. He's just saying don't ask your players something like "should we add a campaign skip" because then they'll be even more mad if it never happens.
