Hotkey stopped working

I don't like ctrl as a skillbar trigger, so when I started playing, I changed all the skill related ctrl hotkeys to use alt instead. I got comfortable with using alt+QWERD as my second skillbar.

I logged in after getting a new GPU, and all the hotkeys had reset to default, so I changed them all back how I like. Now the alt+R key doesn't work at all anymore, but all the other alt+ keys work.

I have tried re-logging, changing the skill in the alt+R slot, and resetting hotkey defaults and trying again. When I change the slot to another hotkey(alt+F for example), the skill works. This problem is only for alt+R, and the slot assigned to R works fine.

Please help! :(
