Primal Strikes has been sacrificed for the sake of moving Tame Beast forward? WHY?

Primal Strikes: Now has a minimum Gem level of 9 (previously 7).
Tame Beast: Summoned Beasts now deal 40% more damage at Gem Level 9 scaling up to 84% at Gem Level 20. Now immediately summons newly Tamed Beasts if you have enough spirit. Now has a minimum Gem level of 7 (previously 9).

I don't understand what was the point moving Primal Strikes to tier 9 without any explanation 1.5 years later. Because of the Tame Beast and your gemcutting UI limitations?

The single-target options in Act 2 is very limited for Spears already, what are we doing here? Taming Beasts? In Act 2? With 30 spirit pool? WHY?
